Naturally orbiters come first in the exploration. We landed on Venus and Mars, that is 2 out of 3 planets with a solid surface to land on (not counting Earth obviously). We had a probe descend slowly through Jupiter''s atmosphere. A Mercury lander wouldn''t be too difficult to make, but so far orbiters are more useful.
